  • The Wind Power Bylaw and the new Upland Requirement were successfully adopted at the May 5, 2012 Town Meeting. The Board will be updating the Wireless Communication Facilities Bylaw over the summer.



Town Planners Duties and Responsibilites
The Planning and Development Department assists the Planning Board with its review of new Subdivision Plans, Site Plans, Approval Not Required (ANR) Plans, and those Special Permits under the Board's jurisdiction. The Department is also responsible for preparing and maintaining the Town's Community Master Plan, writing various grants on behalf of the Town and coordinating economic development activities. The Department also assists the Open Space Committee with the updating and maintenance of the Town's Open Space & Recreation Plan.

Planning Board Roles
The Planning Board is responsible for reviewing and approving divisions of land either through the Subdivision Plan Approval process or the Approval Not Required (ANR) process under Massachusetts General Laws Chapter 41. The Planning Board also reviews and approves new commercial, industrial and multi-family residential development projects through the Site Plan Approval process. The Planning Board is also the Special Permit Granting Authority (SPGA) for cluster residential developments and adult uses. The Planning Board is also charged with preparing and implementing the Town of Westminster’s Master Plan, which is the community’s long-range plan for the physical development of its landscape.

The Town Planner helps the Planning Board with the administration of its caseload, prepares grant applications on behalf of all municipal departments/boards/committees, engages in long-range planning studies, represents the Town in State and regional planning initiatives, and works on special projects assigned by the Board of Selectmen and Planning Board.
