Town Clerk

Your Westminster Town Clerk, Ellen M. Sheehan, has been your elected Town Clerk since 2016.  Ellen has worked in the Office of the Town Clerk for a total of 18 years, beginning as a part-time department assistant.  Ellen holds an Associate in Science Degree and has achieved the professional designation of Certified Massachusetts Municipal Clerk (CMMC) in 2019 along with a New England Certified Clerk (CMC) in 2023.  Ellen is also a member of the Worcester County City and Town Clerks' Association.

The Town Clerk’s office regularly attends all conferences and courses offered three times a year by the MA Town Clerks’ Association in conjunction with State Elections, Vital Records and other state and local agencies so that we are fully trained for running efficient elections, processing vital records, and gaining new knowledge or procedures for the Office of the Town Clerk.

The Town Clerk acts as the town’s Chief Election Official, Recording Officer, Registrar of Vital Statistics, Public Records Officer, and Licensing Officer.  The Clerk works with the Board of Registrars to promote and maintain voter registration and voter records.  The Clerk maintains records of adopted municipal code, bylaws, and oaths of office, resignations and appointments.  The Clerk and the Clerk’s staff issues certified copies of all vital records, along with marriage licenses, dog licenses and business certificates.  The Town Clerk’s office responds to inquiries from the public and serves as a central information point for the town.

WALK-IN notary services are not available at this time. Appointments are required during election season.  We do not notarize any deeds or documents for a real estate closing.  In addition, if your documents require witnesses, you need to bring your own witnesses with you.  The individual who is having their signature notarized must have proper identification.  All documents to be notarized need to be signed in the presence of the notary public, NOT before you arrive with your document to be notarized.  We are setting appointments for 8:00-9:00 am or 4-4:30 pm, Monday through Thursday.  Please call us if you need a notary appointment.  These appointment times are the least disruptive to our election work.  Thank you for your patience and cooperation.  If these times do not work for you, there are many other notaries in the area or perhaps a bank may be able to help you.
