Cold In-place Recycling

The Town of Westminster Department of Public Works is excited to announce that a new method of road reconstruction is scheduled to take place on Church Street and Lovell Street on Monday, September 19, 2022. Construction activities are anticipated to last from 7:00AM-5:00PM, however the contractor will remain on-site until the work is finished. 

The public is encouraged not to park on the roadway as it will slow the process down. Members of the DPW and Westminster Police Department will be on-site to assist with traffic. Local traffic and project abutters will be able to travel on the roadway, but please be cautioned that there could be delays getting around the project area, as the equipment could be in front of any given residence at certain points of the day. We will do our best to allow residents egress from their properties as needed. 

The new method, Cold In-place Recycling (CIR), involves several large pieces of equipment which travel in a “train”. The roadway surface has already been “sampled” to determine existing thickness and asphalt content. The equipment will remove approximately 4” of the road surface and add strengthening agents (Portland cement, liquid foamed asphalt, and water) while the roadway is being ground up and then passed along to the pavers and rollers which follow immediately behind. This process is not new in the industry, but has seen many improvements over the years. It is by far quicker than conventional reconstruction. This process usually turns a street around in one day as opposed to several. That also reduces carbon emissions from grinding the road, hauling the material off site, re-working the material and hauling it back to the street to be re-installed.
