Westminster is one of many MA communities regulated under the EPA's National Pollutant Discharge Elimination System (NPDES) Phase II rule, which requires the Town to develop a Stormwater Management Program (SWMP) and Best Management Practices (BMPs) to reduce the impacts of stormwater discharges.

In an effort to address the federal requirements, the Town has prepared a new Stormwater Bylaw and revised its Low Impact Development (LID) and Earth Removal bylaws for voter consideration at the Annual Town Meeting in May 2020. The bylaws can be found on the Planning Board's web page on the Town's website https://www.westminster-ma.gov/planning-board

Following Town Meeting, the Planning Board will adopt revised regulations on the following topics: Low Impact Development Regulations for small projects, Stormwater Management Regulations for larger projects, Earth Removal Regulations, Subdivision Regulations and Site Plan Review Regulations.
