The 2019 Stormwater Management Program (SWMP) and Illicit Discharge Detection and Elimination (IDDE) Plan are Available for Public Comment

Westminster is required to develop a Stormwater Management Program (SWMP) for Municipal Separate Storm Sewer System Permitting (MS4). This SWMP is a “living” reference document that will guide the Town’s implementation of requirements within the permit.

Westminster is one of many Massachusetts communities regulated under the Environmental Protection Agency’s (USEPA) National Pollutant Discharge Elimination System (NPDES) Phase II rule (40 CFR 122). The rule requires regulated operators of municipal separate storm sewer systems (MS4) to develop a Stormwater Management Program (SWMP) and Best Management Practices (BMPs) to reduce the impacts of stormwater discharges. The requirements are outlined in the NPDES General Permits for Stormwater Discharges from Small Municipal Separate Storm Sewer Systems in Massachusetts, which was signed on April 4, 2016, with an effective date of July 1, 2018.

This SWMP Plan describes and details the activities and measures that will be implemented to meet the terms and conditions of the permit.

An Illicit Discharge Detection and Elimination (IDDE) Plan is implemented to systematically find and eliminate sources of non-stormwater discharges to its municipal separate storm sewer system while providing procedures to prevent such discharges.The Town has developed an IDDE Plan consistent with the requirements of part 2.3.4.6 of the MS4 General Permit. The IDDE Plan includes:

  • Responsible parties
  • Regulatory authority
  • Dry weather and wet-weather outfall screening and sampling procedures
  • Interconnection screening procedures
  • Initial assessment and priority ranking of outfalls/interconnections
  • Catchment investigation procedures
  • Enforcement procedures
