Town of Westminster Strategic Staffing Committee Charge

Purpose: The Strategic Staffing Committee is established to align the Town of Westminster’s staffing strategy with population trend, residential and infrastructure needs, strategic goals and objectives, ensuring effective workforce planning and development.

Objectives:

  1. Assess Staffing Needs: Review current staffing levels and identify current and potential gaps.
  2. Forecast Requirements: Predict future staffing needs based on town growth, changes in infrastructure and in accordance polices, goals and objectives.
  3. Monitor and Adjust: Continuously evaluate staffing effectiveness and assess needs for adjustments.

Responsibilities:

  1. Review, Approve/Deny & Refer Department Requests: Receive and review all requests for increased staffing from Department Heads.  Set up metrics to define needs, and make recommendations based on findings to Select Board, Personnel Board, Advisory Board and Town Meeting in line with current policies.
  2. Strategic Planning: Align staffing plans with town goals, assemble a continuous staffing plan in order to anticipate future needs and plan in order to maintain level services.
  3. Reporting: Provide regular updates to the Select Board, and Town Meeting as needed.

  • Advisory Board Liaison
  • Ex-Officio Members: Town Administrator, Personnel Administrator

Meetings: The committee will meet monthly or as needed. Additional meetings may be called by the Chairperson.

Approval: This charge is approved by the Select Board on July 29, 2024.
